The general functioning of the XBTC is based on three main premises:
- The existence of a shared, although compartmentalized, database
- A person in charge of the coordination of the general activity of the net in close relationship with an Executive committee.
- The existence of performance protocols which had been agreed among the members of the net which include the management of requests and their approval, obtention and preservation of samples and the accreditation of the nodes of the net.
